Earl Granville has had under his consideration four letters of the 25th of September last and its various inclosures respecting the detention at Hong Kong of the Messageries Maritimes Steamer "Pei-ho" in the month of May last, under a warrant of the Vice Admiralty Court of that Colony, and which inclosure copy of a Report of the Law Officers of the Crown upon this subject.
